What it's exactly needed for? What's the difference between fast and regular mode?

It's a subsector visibility lookup table. It's used in rendering and server updates.

The difference between two modes is that full (regular) mode generates more exact data meaning that engine will run faster.

How do I create the full vis data?

It's the default mode for glvis, simply run glvis without extra options. In engine's builtin plugin default mode is fast, but you can switch to full mode by seting console variable glvis_fast to 0.

How much faster is the in-game rendering if full vis data is created?

It depends on level structure, and it can be from 1 (i.e. the same) to maybe 5-10 tmes faster. I really don't know exact numbers.
