AFAIK, there's no other software (that isn't XWE or this) that supports editing the palette entries for the PLAYPAL lump, but it's not very needed IMO, since we now have the possibility of adding PNG images with independent color palette <!-- s:) --><img src="{SMILIES_PATH}/icon_smile.gif" alt=":)" title="Smile" /><!-- s:) -->. I remember this program allowed to make custom colors for the powerups, but AFAIK, this information is no longer used by any source ports now, so it's pretty much useless (unless it's for testing them, as you mention) <!-- s:) --><img src="{SMILIES_PATH}/icon_smile.gif" alt=":)" title="Smile" /><!-- s:) -->.
