Found by one other guy, currently Chaingun decorate has:
Flash:
          CHGF A 5 Bright A_Light1
          Goto LightDone
          CHGF B 5 Bright A_Light2
          Goto LightDone
Should be:
Flash:
          CHGF A 5 Bright A_Light1
          CHGF B 5 Bright A_Light2
          Goto LightDone

I am afraid it isn't. I just checked with original Doom, in Vavoom 1.28 Chaingun and Plasmagun both are skipping one (second) flash frame. And it looks like it is unreachable in the decorate code (maybe I am wrong here, anyway its missing).

For both chain gun and plasma riffle attack method sets the needed flash frame.

But it does not look like its working! Really, if you compare original Doom and V 1.28 there's differences in how animation goes. I mean - maybe bug is not in the decorate then but somewhere else.
