[Implemented] Param to bypass loading of external resources

It could be useful to have some command line parameter that "disables" the use of external resources (MD2 models, MP3/OGG music, Hi-res textures and Graphics) (useful if i want to test the game, at the moment i must rename or delete the resources dirs <!-- s:? --><img src="{SMILIES_PATH}/icon_confused.gif" alt=":?" title="Confused" /><!-- s:? --> ) Example:
-nomodels -> basev/<game>/models/*.md2 are not used
-noextmusic -> basev/<game>/music/*.ogg/mp3 are not used
-nohirestex -> basev/<game>/music/*.png are not used

For models there are console variables r_models and r_view_models. I'll add them also for other resources.

That's right. Note that for r_hirestex to take effect you must use console command vid_restart.
