[Fixed] linetype 40: ceiling up to highest next ceiling

It looks like Vavoom handles all these linetypes in a same way: 40 = W1 Ceiling Raise to Highest Ceiling 151 = WR Ceiling Raise to Highest Ceiling 166 = S1 Ceiling Raise to Highest Ceiling 186 = SR Ceiling Raise to Highest Ceiling In Vavoom all types both raise the tagged sector's ceiling to the level of the highest neighboring ceiling and *also lowers* the tagged sector's floor to the level of the lowest neighboring floor. This might cause problems with some wads. In the original Doom linetype 40 only rise the ceiling, but not lowered the floor. In Boom types 40, 166 and 186 only rise the ceiling, but 151 lowered also the floor. (a bug???)

In source it had lower floor, but that would never work, so it's ceiling only, fixed.
In Boom types 40, 166 and 186 only rise the ceiling, but 151 lowered also the floor. (a bug???)
Specials 166 and 186 in Boom have very stupid bug - it raises ceiling, if it couldn't do that it would lower the floor. Since Boom documentation says these affect only ceiling I changed it to be like that.
